Dallas Green Building Code

The Dallas Green Building Code is called an over-layment code. The provisions on the Dallas Green Building Code come from the 2012 International Green Conservation Code (IGCC). The requirements in the Dallas Green Building Code are place on top of or in addition to the 2012 International Building Code (IBC), International Residential Code (IRC) provisions and 2009 International Energy Conservation Code (IECC).

The current Dallas Green Building Code covers several different aspects of the structure, such as increased energy efficiency, reduced heat island affect, reduced water use and improved indoor air quality. A plan to show how the reductions have been made are to be designated at the beginning of the permit process with an Energy Report, Plan Review and Notarized Affidavit to be presented with your building plan and document submission. Residential and Commercial each have their own and unique provisions and requirements that must be met, before permitting, during construction and before your final Electrical inspection.

The Dallas Green Building Program is currently in Phase Two and you must get your Green Building Plan Review from an approved provider registered with the City of Dallas. This link will take you to the approved list.

Your Energy Report will indicate how you will meet the requirement to be 15% more efficient than the 2009 International Energy Conservation Code (IECC). There are several different software programs out there that can be used, however they all have their challenges and shortcomings. The 2015 IECC allows usage of the new Energy Reference Indexing (ERI) to demonstrate compliance.

The RemRate software that is used to generate a Home Energy Rating System (HERS) report is the most dynamic software with the most field testing possible. It has been allowed for the Dallas Green Building Program since Phase 1 and is the only software that takes in account the tightness of the Building Envelope and HVAC Seasonal Energy Efficiency Rating (SEER) to make your efficiency calculations. The Remrate software is the primary software that Infrared – A Closer Look Inc. uses to generate your energy report.

Your Green Building Plan Review documents that you have a strategy to meet the different requirements. Energy Efficiency, Heat Island Effect, Water Conservation and Indoor Air Quality are designated in the program documents for your project. We then generate a Notarized Affidavit that you submit with your building plans to the city.

There will be a Final inspection when all components are installed and another Affidavit submitted so you can get your final inspection.
